These two Goldeneye satellites contain a nuclear warhead in each. The idea was that setting off a nuclear blast in the upper atmosphere would create a electromagnetic pulse. This would render all electronic devices useless within a 30-mile radius.
General Ourumov vists the Severnaya facility which controls the two satellites, and with the help of Xenia Onatopp, they take control. Ourumov and Xenia use two keys and a golden key card to insert into a computer to gain access. Ourumov then targets Severnaya to destroy the facility.
Later in the film, Alec Trevelyan and Boris Grishenko plan to activate the second satellite aimed at London. Luckily, Natalya Simonova changes its trajectory, and Bond stops the antenna from re-signalling the satellite, causing it to harmlessly burn-up in the upper atmosphere. §
