Professor Joe Butcher played by Wayne Newton is the sixth villain of Licence To Kill. Seen in the middle of the film on television in his guise as the mediation leader trying to get donates for his institute, the Professor is mainly seen near the end of the film.

When Pam Bouvier visits the Olimpatec Mediation Institute (in reality Sanchez’s drugs processing plant) she meets the Professor where he takes her to his private chamber to see if she has the aptitude to join the institute. After holding the Professor at gunpoint, she locks him in his room and attempts to find and help Bond. After Bond puts the destruction of the plant into motion, Professor Joe Butcher along with other institute employees run to relative safety.

Professor Joe Butcher is the leader of a fictitious mediation centre, and acts as a means of communication between Sanchez, and his drug dealers in America. Seemingly coaxing the public into donating money, the Professor actually relays the latest prices of cocaine hidden in terms of the institutes target donation figure, with buyers of the drugs relayed as charitable pledges. The character of Professor Joe Butcher is quite rightly never taken seriously, and adds a much-needed light-hearted element to Licence To Kill. §
