Henry Gupta played by Ricky Jay is the first villain of Tomorrow Never Dies. During the terrorist arms bazaar in the pre-title sequence, Gupta is identified by MI6 watching back at base - noticing he has possession of a stolen American GPS Encoder.
Later, Gupta plays back a piece of film for Elliot Carver showing his wife talking with James Bond. After tapping in to what they are saying, Carver orders Dr Kaufman to pay her a visit. Henry Gupta is seen in a number of scenes throughout the film organising Carver’s little war. At the climax of the film, Bond holds Gupta hostage whilst Carver holds Wai Lin. When Gupta tells Carver that everything is set, Carver coldly kills Gupta by shooting him.
