Brad Whitaker played by Joe Don Baker is the final villain of The Living Daylights. After agreeing an arms deal through Whitaker, the money for the deal remains in Whitakers bank for 8 weeks. General Leonid Pushkin visits Whitaker to tell him the deal has been cancelled.
Since Whitaker needs the money to fund a large opium-smuggling operation with General Georgi Koskov, Whitaker arranges with the help of Koskov to eliminate Pushkin.
Whitaker is seen in a number of other scenes throughout the film but merely gives orders to Koskov and Necros. In the films finale, Bond visits Whitaker where he confronts him about blowing up the opium. During an exciting battle with Whitaker using the latest assault-rifles, Bond manages to use the Q-Branch Keyring to topple a statue of Wellington killing Whitaker.

Brad Whitaker is an American arms dealer who thinks of himself as a military genius. Expelled from West Point for cheating, Whitaker has an obsession with the tactics of famous wars, and sees himself as a military general. When not at business Whitaker enjoys re-playing famous battles with toy soldiers and various other gadgets in his ‘hobby room’. Apart from his battles games Whitaker does very little else just sits around eating lobster giving orders, very much an ‘armchair’ villain.
Whitaker schemes with General Koskov in a plan to make them very wealthy. Whitaker uses the payment of an arms deal with the Russians to buy a large amount of raw opium to be sold in America, thus turning a huge profit in days, while still being able to provide the Russians with their arms. However when Pushkin declares he wants the money back, Koskov and Whitaker re-launch SMERSH, an old Soviet anti-espionage plan to assassinate British agents, thus forcing the assassination of Koskov and the recommencement of the opium-smuggling operation. §
