Whilst Bond, Mathis and Strawberry Fields travel to their hotel when they arrive in La Paz, Bolivia, Mathis phones Carlos, the colonel of police. When they arrive at the hotel, Bond gets to know Fields better while Mathis goes out for a drink with Carlos.
Later at Dominic Greene's party, Mathis briefly introduces Bond and Fields to the Colonel, before going off to continue their discussions. Happening off-screen, Mathis suffers a betrayal of trust by the Colonel and is left for dead in the boot of Bond's car.
Carlos is not seen again until the very end of the film, where he meets with General Medrano and Greene at the Hotel Perla de las Dunas in the desert. After receiving money from Greene to pay for 'the costs of war', the Colonel leaves. He doesn't get very far however, since as his truck starts to drive out of the hotel, Bond jumps on the bonnet and shoots him. This sends his truck flying backwards which ignites some hydrogen tanks, setting off a chain reaction.
Carlos is the colonel of police, which is the chief of all the Bolivian police forces. Once a friendly contact of Mathis when he was stationed in South America, the Colonel has become greedy and corrupt. While Mathis treats the Colonel like an old friend, he is betrayed and left for dead in the boot of Bond's car. When Bond takes him out of the car, the corrupt officers realise he is still alive and under the Colonels orders, shoot him twice to finish the job. §
