W. G. Howe played by Daniel Benzali is the final villain of A View To A Kill. Californian director of Oil and Mines at City Hall, Howe employs Stacey Sutton. Howe works as a paid insider for Zorin, covering up all his illegal activities on his oil pumping stations and various other dubious activities.
When he finds out Stacey is getting too close to the truth, Howe fires Stacey to ensure she cannot continue her path of investigation. However, later in the film when Zorin catches James Bond and Stacey, he kills Howe in cold blood framing his death on Bond.
