After the destruction of the Severnaya Space Facility, Mishkin calls a meeting with General Ouromov to find out what happened. When Ourumov arrives, Mishkin confronts him about his report claiming Siberian separatists caused the attack, bringing the generals attention to the two missing Severnaya programmers. This alerts Ourumov that Natalya Fyodorovna Simonova had escaped.
Later in the film Mishkin interrogates Natalya and Bond, where he finds out that Ourumov was the person who set off the first Goldeneye satellite. The general kills Mishkin moments afterward when he finds out Mishkin has learnt of his betrayal.

An important political figure in Russia, Dimitri Mishkin leads the investigation into the destruction of the Severnaya Space Facility. Mishkin is a serious character who seems to question Ourumov and Bond quite calmly. However Mishkin raises his voice when he and Bond enter an argument, suspecting Bond as the culprit, not realising who the real enemy is when Ourumov arrives. §
