Bond and Anya Amasova get transported to the USS Wayne by helicopter where they board to further investigate the Liparus. However when the Liparus forces the USS Wayne to the surface, it 'swallows' the sub like the HMS Ranger. With the help of Captain Carter, Commander Talbot and other submarine crews, they are able to regain control of the Liparus. Carter manages to use the submarine tracking system to change the targets of the two nuclear missiles, destroying both of the submarines controlled by Stromberg.
Carter tells Bond later that he has immediate orders to destroy Stromberg's lair Atlantis, but gives Bond an hour to rescue Anya held captive aboard. When Bond doesn't return inside the time frame, Captain Carter is forced to torpedo Atlantis sending it to the bottom of the ocean. Luckily Bond manages to escape with Anya in Stromberg's escape pod.

Captain of the USS Wayne, Carter is a light-hearted heroic character. Eager to assist Bond and Major Amasova in anyway he can, he plays a pivotal role in the take-over of the Liparus. §
